Section 12 of the Gujarat Fire Prevention & Life Safety Measures Act, 2013 provides for enrolment of Fire Safety Officers (FSOs). Considering the magnitude and scale of the work (of approval and renewal of FSC in the State), a cadre of Fire Safety Officers (FSOs) is being created who will have an important role in the inspection of Fire Prevention, Life Safety and Fire Protection measures in buildings/ premises for renewal of FSCs.
The Director, State Fire Prevention Services shall issue the enrolment certificate digitally to the fire safety officer after their successful completion of the training and assessment / examination.
The initiative for efficient and time bound renewal of Fire Safety Certificate shall be achieved by a cadre of Fire Safety Officers (FSOs) for which necessary amendments have been made in the Gujarat Fire Prevention & Life Safety Measures Act, 2013 and the Gujarat Fire Prevention & Life Safety Measures Rules, 2014.
Three grades of FSOs, viz.
- Fire Safety Officer – General (FSO-G);
- Fire Safety Officer – Advance (FSO-A); &
- Fire Safety Officer – Specialist (FSO-S)
are being trained and enrolled for inspection and renewal of the FSC for different categories of buildings/premises depending on the type/category of building and fire hazards inherent in that building.
Training and Enrolment of Fire Safety Officer (FSO), is one of the components and GIDM has been entrusted with the responsibility of capacity building of FSOs by the Government of Gujarat. GIDM has developed standard handbooks and course material for all three type of courses, viz.,
- 'Basic Course in Fire Prevention, Life Safety & Fire Protection Measures in Buildings’ for FSO- General;
- Advance Course in Fire Prevention, Life Safety & Fire Protection Measures in Buildings’ for FSO- Advance; and
- Specialized Course in Fire Prevention, Life Safety & Fire Protection Measures in Buildings’ for FSO- Specialist.
The ‘Advance Course in Fire Prevention, Life Safety & Fire Protection Measures in Buildings’ for FSO-A and ‘Specialized Course in Fire Prevention, Life Safety & Fire Protection Measures in Buildings’ for FSO-S are being organized at Gujarat Institute of Disaster Management (GIDM), Gandhinagar.
